Hull's Lib Dem opposition are pressing Council bosses to do more to prioritise getting basic services like street cleaning and maintenance right.
Lib Dem councillor Terry Keal said: "Hull's Labour Council is once again failing to get the basics right.
"Grass verges across the city aren't getting cut properly - and rubbish is piling up in the streets. How can people be expected to take pride in their communities if the Council doesn't take a lead.
“It didn't have to be this way. Earlier this year my Lib Dem colleagues and I on the Council put forward plans for more investment in these basic services.
"Labour councillors blocked those plans and continued with their cuts - now we're seeing the results. As more and more money is pumped into pet projects in the city centre communities across Hull are losing out."
The Lib Dem opposition are due to raise this issue at this week's meeting of the Council. At Thursday's meeting of the Council Lib Dem councillors will again be calling for more investment in the basic services the Council should be providing.
